How do I establish student agency with my top maths kids?

I have been mulling over this question for sometime as I have two students in my class who are currently operating at Stage 7 for maths.  Their number work and the majority of their knowledge foundation  is solid and I wonder if they were to take ownership of their learning in maths this would enable them to identify their own areas of need and their own next steps with a view to deciding the direction of their learning. Thus creating student agency for these particular students..

.Further questions to reflect upon:

*  What would be the best means of identifying these students strengths and needs?
*  How would this type of program be managed? By me? By the students?
*  What resources would be needed?
*  How would the progress of these students be tracked?
*  What would be the best way to facilitate this?

Next steps for me in this process will be:
*  Observe a similar programme in action
*  Discuss with these students my inquiry focus and their thoughts on how this might be managed,   ideas on how we could implement this type of programme in our classroom and  what the students would like to gain from this approach to learning. and identify their next steps and a plan for learning foci
*Implement assessment for these students
